They are both nice packages but the only similiarity is that they are Camaro's with a spoiler.

All those things mentioned in the first post have nothing to do with it being an RS. C&C package, door inserts none of that has anything to do with RS package. Only thing the RS package adds is Halo/HID lights, darker tail lights, body color roof ditch molding, 20 inch midnight silver rims(remember that an upgrade for v6 models SS comes standard with 20s), rear spoiler(again only benefit for v6 models SS already has this). That is the only thing the RS package adds. All the other things are the difference between a 1 tier and 2 tier model. So no, not even close to being an RS.
