Yes they do, or you can weld it on. Personally, I suggest bolting it on like this:

anyone ever thought of designing a clip that would slide over the tow hook (using perhaps a pin downward through the hole to secure it) that's attached to a bracket for the front plate, so it could easily be removed at the track/shows?!?
