So I says to myself, "Self, can you get it any higher?". I tried this, and I tried that, and got more and more frustrated at no apparent answer without cutting off all the tabs sticking out of it. Not that what I had didn't work (no problems yet ) but now I had myself on a mission to get it higher. Then it hit me- WHACK- I could have had a V8 !

Seriously, turn the damn thing upside down. So now we're at 8 inches off the ground. Hey, it improved. Either way works with the original bracket pieces- take your pick. Here's the "new" way- call it "plan B"...

maybe file these flat so they sit a little better?

3M has a lot of different double-sided tapes on the market. Which should work best?

And would they really pass the inspection with that being used?

I'm just trying to pass an inspection then I'll rip the thing off and keep it in my car.

If you're smart, put slightly narrower masking tape on the bumper first then the 3M tape on it so that only a small strip on the top and bottom of the 3M tape is actually making contact with your bumper while the other side is firmly attached to the license plate holder. It'll make removal (with fishing line) much easier and won't leave a bunch of glue to get off. IMO, slowly take the glue off with whatever wax you plan on using on your car. Slowly but surely it'll take it off.

Edit-> by the way, I haven't had a front plate on my cars since before my 94 Z28. Having it on is not part of inspection in NY- don't know about Jersey...

Can you snap a shot from 15 to 20 feet away, standing up looking from eye level.
From your last pic, I'm sure nobody's going to question it (well maybe Nate in NT) I think it will be fine. Most cops will be thankful you made the attempt to mount the stupid thing.

Are you going to drive this thru the winter?

What is the ground clearance of that black thing in the picture?
If the plate is 7 inches, that things gotta be 3. That wont even clear potholes..

I'll snap the picture you want when I get home (leaving work now). Ground clearance to the bottom of the lp holder is roughly 8"; the black "strip" behind the bottom cowl is about 5" off the ground. As to your other question, no, Waldo will be a garage queen all winter- except maybe on a few nice days when the weather's decent and the roads are clear and dry; I got an 02 Impala for that slop.

Ok, I understand some think it sacrilege to drill holes in the front fascia. I just don't understand why, unless you're going to be entering it in car shows. You still end up with the license bracket and plate marring the appearane of the car, same as with the standard factory mounting. Yes, you're not drilling holes in the fascia, but what does it matter when the bracket itself makes those holes invisible? Plus, I think the lower mounting position makes it more distracting than the stock height, and possibly illegal.
It's akin to floor mats. You use mats to keep the carpet underneath pristine....but no one ever sees it!!!

Well I think some people hope that the laws requiring front plates will be repealed or that they might move to a place that doesn't require them or that someday their car WILL be in car shows and worry that they or someone else will think they were an idiot to drill into it. And I'd rather wear thru three sets of floormats and have my car look fine that wear thru the carpet and have my car look like crap. You're not protecting your bumper or your carpet really.... you're protecting your car as a whole... you're not going to go around and mess up ANY part of it.

I'll just add the caution again, you are blocking air from getting to the radiator. Watch you temps please.

There is a reason the lower opening is bigger on the SS.
