water in power steering

i bought 98 ss. the powering steering pump has water in it i thought maybe someone did it accident but i flushed it now its back

How is the power steering cooler set up? Integrated into the radiator? Probably a leak somewhere in the system that is causing cross contamination.

If it has option 'V12' p/s cooler,it has a cooler built into the upper radiator hose .
