Is the CAI intake closed at the bottom?

I see that the CAI intake is closed at the top to help isolate but is it also closed at the bottom and if so where does it draw air from?

Yes, it seals to the inner fender. Air is fed from the front grill into the air box. You will notice other systems have a tube that sticks out from their air box, the CAI doesn't require the tube because the air box encloses the entire area.

Is it not open on the bottom? I haven't personally seen one but I thought they just had sides and a top.

It's sealed to the bottom on the sides. They fit flush up against the car with weather stripping. I'll try to get a pic of mine tomorrow and put it up. It's a neat piece of kit.

It's box has two sides and a removable top...no bottom. As mentioned earlier the sides seal against the fender well.
