First part of the sentence is true, but the second part isn't entirely true. You CAN go into your Google AdSense control panel and block certain ads from appearing. For example, GM could go into their Google AdSense control panel and block Ford, Toyota, Chrysler, etc from appearing on their site. It's functionality built in for all Google AdSense accounts. That said, though, I think most webmasters with AdSense care enough to go in and do it. I have AdSense on my forum and I've never configured that part either.

So the OP, in other words the ad is by Google and Google has a ton of ads in its library. Depending on what Google has for your browsing history is what determines what shows up. For example I go to realtor.com a lot to drool over larger houses and now I notice a bunch of ads that I see on sites are about getting home mortgages.
