If you look at the BBS CH-R wheel you will see that these are a replica. The BBS have holes around the lugs as well. Perhaps they serve as a drain holes? Some wheels have a mounting surface that is not the full diameter, just enough material to provide strength for the lugs. The material between is milled out (or in the casting) and can trap water. This is just my theory...

I had a set of wheels that had these cavities on the mounting surface and it made it difficult to clean.

Back in the days, those holes had a practical purpose, which was to assist in alignment... Today, it's purely about aesthetics...
