I wouldn't call the steering an "upgrade". It's basically just a change. Unless if there is some performance increase with the electric one.

The 13 also comes with the retro mirror, back up camera, power passenger seat, and both seats lift. not just the my link, I got one with the dual mode exhaust also. And I do not regret changing from my 2011 vert at all, as I got the color and options I allways wanted. And it has the suspension modded also in the rear to make the toe links and trailing arms outside the shocks I think also on the 13.
I would go for the 2013 and the 2014 I think will have very few if any changes being the last year of the gen 5 if SEMA is any indication from the chevy performance booth other than maybe some optional badging and maybe a green color for the zl1 vert badged touring |

I would be careful with the short shift, some people that are not used to it say they miss shift at times, plus I believe its mostly for the track I don't think there is much of a benefit if you aren't planning on going to the track. (I could be wrong though, I've never tried it)

The dual mode on the SS actually sounds very very nice. A few members have posted videos on here of their dual mode

You should be getting a lot better than 2.5k off for a '12. They are giving away the 12's now. Check in before the end of the year and look for at least 8k off the sticker. I'm serious.
As far as the short throw. A big yessssss. I traded a 2010 in on a 2012 with the short throw and it is light years better. Not even close sspolo. I was always going from 2nd to 5th with the regular shifter. Have never mised a shift with the short throw.
