While I'm willing to bet it didn't start here, it was prominently used in World of Warcraft back when they didn't scramble everything (or rather 'special' characters) when Horde and Alliance were talking to eachother. The A-Z alphabet was scrambled when talking in complete sentences.

Used when all the info is in the title. For example --LAKERS SUCK. However for a post to be submitted or a response submitted, most cites required words in the body. That is where you use nt. I got flamed once here because someone thought I meant "not true" and was being critical of their post.
