Need help. Back to stock, high idle

Alright, I'll try to keep this short as possible. Moved back to California, to pass their emissions test, I had to put my stock bolt-ons back on the car (2013 SS 6s). This includes:

Intake, Throttle Body, Stock headers (had LTs), and high flow cats.

Car still has comp cam.

The car was able to pass the CA emissions test, but I had some issues while driving the car. On start up the car has unusually high rpms. It'll kick on and go past 3k. After a moment it'll settle down below 2k, and a few more seconds it'll drop to normal idling rpms. While driving is where i'm having the biggest issue. As soon as i start moving, the idle kicks up and will stay around 2k range. It will continue to stay at this rpm range until i come to a complete stop for about 2 seconds. It's bad enough to act as a cruise control. I was moving at about 38 mph and could take my foot off the gas and i would not slow down. Also, if i'd try coasting in neutral, the car would almost immediately start revving up past 3k, but would stop if i push in the clutch.

Any help would be appreciated. I'm attempting to sell the car, and as you can see, this problem would make the test drive a little difficult. Thanks again

Did you change your tune? if you took all those boltons off, then you will need to change the tune as well.

That's what I was afraid of. I was more hoping maybe I messed something up. A shop should be able to tune it back to stock with out messing up anything with the cam correct?

You dont return it to stock, when you have installed a cam, you cant. You will need to get it re tuned. The stock tune wont work for an aftermarket cam.

Right, I just meant with dealing with the headers and such, that part of the tune. I know it cant go back to exactly stock. Just need it operating normally. I'm clueless when it comes to tuning.
