Wiring a Voltage Regulator?

Hey all, I've had some LED dimming/going out issues with my Oracle afterburners, and AAC thinks it's because of the lights getting 14 volts. I checked with a meter and it does occasionally spike to 14v, then settle down to 12v. Anyway, I bought a voltage regulator from AAC but have no idea what to do with it.

Any suggestions? Or even WHERE on the car to put it would be a start.
