Can someone trade, Sell or giveaway there GM Points.... if its the same as earned cash and they wont be using them?

I don't believe so. I think the points are specific to the card holder.

Up here (in Canada) you can claim points from one reward card against the vehicle, but it doesn't matter who's card it is ... used my fathers points when I bought my last one. But you can't combine them.

If you can be added as an authorized user on the account, then you can use them.

Unless you know the cardholder personally, chances are that won't happen but it can be done.
