installing wheels found issue, question

putting on my summer tires and found this when I took the stock wheel off:

Now I am a novice but I know that is not supposed to be sitting there! I think it is the bolt that holds the rotor on, yes? So I screwed it back in, but is that all? Do I need to Loctite it or re-check it? The wheel really wasn't at risk for falling off due to the lugs right?

Loctite is good to use but not always required.

the bolt doesnt serve much of a purpose. its to hold the rotor in, but the rotor cant go anywhere anyway, so... there's that.

It is for ease of maintenance. I don't believe it was sitting loose where it is now or your tire would not have mated up flush. It was probably pinched just above or its stripped and fell out when the wheel was removed.

You have the exact opposite problem as most,.. Those screws like to weld themselves in over time. No loctite on it... Use anti seize. But it's really not needed in the first place. It's more there for ease of pad swaps so the rotor doesn't droop on the studs and stays centered in the caliper

It's for ease of pad swap and to hold the rotor in place during assembly.
