You can trap the cats and then call the animial control to pick them up. They will also lend you the trap.

I already spoke with animal control and they made it very clear that they will not pick up even if I capture. If I capture a feral cat I must bring the animal to the pound. If the cat is injured and turns out to be someones pet I am liable. The only way they would assist is if the animal were dangerous, rabid or attacking people.
