Not really but it is a requirement for OEM engineering as is noise and flex.

My guess it's because the car is not likely to be many owner's DD and therefore some performance enhancements can be added without having to account for impact they might have on day to day drivability.

Part of the reason a CAI was not installed from the factory, is because the drive by noise emission requirements would have been over the DB level with the extra supercharger noise thrown into the mix. The Z/28 does not have to worry about supercharger whine.

...I agree, the restricted air intake port on the factory air cleaner assembly plus the baffling noise reduction orrifice reduces engine noise/super charger whine to pass drive by noise regulations.
