Somewhere buried in all these posts, did the dealer check to make sure it was not just a bad tire?

Have they swapped sides with the tires, or even put tires on from another Camaro?

If the car will go straight with the wheel in some position, then the wheel just needs to be centered.
The steering wheel is centered by adjusting the toe in so that the rods are equal on each side.
You can have the car perfectly aligned, and make all the toe in adjustment on one side, and the steering wheel will not be centered.

I had a very similar problem that was driving me nuts. Check your inner tie rods. After aligning my car with a tight Pedders spec. multiple times, the car would track straight with the steering wheel slightly turned. It ended up being a bad inner tie-rod causing the toe to float. Only had 14000 miles on the car.

I currently have this exact issue. Just had an alignment done. Wheel is straight but, on any road surface i have to hold the wheel at a little right of 12 to go straight. In right hand curves it's smooth but, i can feel it off in left hand curves. The wheel has a slight tad more play to the right than the left. If i track straight and let go of the wheel i'm drifting left within a few seconds.
