Im pretty sure even with high flow cats, it depends on your mods and state requirements about passing smog. Only reason I dont bother with high flow cats now, is even with them on my other car, i still couldnt pass smog, it was a pretty heavily modded car tho.

Removing cats vs stock = Yes, you'll make HP/TQ (15hp range). I've seen some pretty nice dyno charts of cars with the ADM race pipe (which is made to be used on cars without headers).

High flow cats vs no cats
Kooks told me I would see "a few" HP gain with the race pipe over the catted mids.

So "a few" would most like be 2-3 hp or so. On a more heavily modified engine, you might see a little more than that.
