The fastest IPF car so far is 12.8s in 1/4th. If you look at the link below you can see how that would stack up against various V8s on this site. How you actually do can't be answered until you install it and run it.
12.8xx on a Stock SS with LS3 would get you around the top 7-12 on this site. 12.8xx on a Stock SS with L99 would get you in the top 2-3 on this site. Of course, if you were slower, then you would drop further compared to those lists. http://www.camaro5.com/forums/showthread.php?t=21013

Wouldn't it be easier and cheaper to trade for an SS? And what's the point of having a sleeper unless you're planning on street racing for cash?

Definitely not cheaper to trade for an SS, unless your trading for a well used SS...then it could be cheaper.
As for IPF SC V6 versus stock SS. At the track its a toss up as the IPF kit has proven to be capable of high 12s. From a roll I'd put my money on the IPF V6.
