I think that through positive deeds he can atone for his past mistakes. He has used his status to do a lot of good in the Baltimore community. His speech to the rookies that they show in the film is pretty moving. As a biased fan, I like to think he's moved past that part of his life and those types of decisions - only time will tell how true that is.
