Another TPMS question

I'm going to be getting some new all season tires on my 2013 2LT/RS. The car is 26 months old and still under warranty. Discount tire wants to sell me rebuild kits at 7.50 per tire for the TPMS. Really? on a 2 year old car? is this normal or am I being jacked!!!!

sounds fishy to me, but with the 2013 you do need the TPMS tool to set them
