Is anyone else running this gauge? Is it completed to hook up?

Yes I run one.
No idea what "it is completed to hook up" means.

I have the instructions.
How do you have your failsafe set up? Does it pull timing or just shut the motor off?

I don't have the fail safe wired into anything. With a stock ECU, not many options that are cheap or easy.
On a turbo car it is easiest to just have it wired to an electronic boost controller or solenoid that goes to low boost. Without added electronics there is not much you can do with the signal. On an aftermarket ECU there is no need because it is just built into the ECU. You could wire it to a LPE box or DSX box and have it pull timing when triggered. I don't know a single person actually using the fail safe part of it, they just use it as a boost/afr gauge in one, and the flashing red is decent enough for me.

I have one and it works well. The only issue I have had is trying to hook up an RPM signal. I have the MSD GMR and have hooked it up to several different coil wires but have yet to get an rpm signal.
