01 Fuel issue, cant figure it out

2001 Camaro Z/28 134K miles

My car will not start.

I can spray starting fluid in it and it will start for a second.
I did the trap door and replaced the fuel pump as I could not hear the old one turn on.
I also replaced the fuel filter.

Car still does not start.

I have 0 psi fuel pressure at the rail.

I hear the new pump turn on and I confirmed by disconnecting the return hose and the other how sending gas towards engine that its pumping gas.

I am really at a loss. Anyone help me out hear?

I guy at the parts store said the fuel pressure damper on the fuel rail could be bad. Would this cause no pressure at the rail if it was bad?
