Definitely someone hit it. My wife's car looks identical on the front bumper from a fender bender. The paint cracked like this but there's no dent.
Someone probably pulled up too far in a parking lot and bumped it

The paint always cracks like that when something flexes the bumper cover. Now the whole bumper cover needs to be removed for repair. If the body shop is not careful while removing the cover, tabs may break; causing more problems.

I'm in the impact damage camp also. I would say there is no doubt on that one. Doesn't have to leave a dent impression
