best rpm range for best MPG?

What's a good rpm to aim for when trying to get the best gas mileage? between 1-1.5k rpm seems to sound the easiest on the engine.

Depends on the car and the engine.

Basically you want it as low as possible without being boggy.

For my Hyundai it comes at about 3500. For the camaro (both V8 and V6) its likely a LOT lower than that. Probably 1800-2300 or so.

Manual? Auto? Gear? Speed?

Your mileage is going to suck if you try to drive on the freeway in 1st gear only.

For optimum mileage, just park at the top of a hill. Turn off the engine. Put the car in neutral and let off the brakes. You'll get over a million miles per gallon at 0 RPM for as long as the downhill ride lasts.

Essentially you want to be at the slowest speed possible in the highest gear you have. Might not be the most efficient speed for the engine, but for the car as a whole it is.
