A coworker sent this to me today, I can't seem to figure it out. Even with knowing the answer, it still doesn't make sense. Can anyone understand this?

I say a, the question says that there is something in common with set I and II. Then it states something must be place there to make it common, the only choice is "A" to make it common to set II.
