I had a 67 Chevelle with the flags on the fender and I put these on my ZL1 in memory of the old girl!

Not so imo. Those were added. Flags on 327 and up. Did your dad buy the Caprice new?
Maybe an expert can chime in but flags on a 6 cyl or 283 makes no sense.

Yes my dad bought his Caprice brand new in April of 1965. That pic was not of his car but one I found online. You sir are incorrect the 283 did have them in 1965. I was 11 years old when he bought it and 16 when he traded it off, I remember the emblems distinctly. Plus they make OER replacements for the 283emblems, if they were never on the cars from the factory they could not be OER. By 1967 the CID were no longer above the 283 flags but the 283's still had the flags.
