Advice on Needed Bodywork...

Welp, this is the story...

Got my slightly used (6,000 miles) 2011 Camaro last September. Couldn't wrap my head around why someone would trade the car in but whatever. So I was at a body shop I've used before having them look at a bubble forming in one of the gills on the left side and low and behold, the owner recognizes some "tight paint." The LR fender looks as if it was re-painted before and now with the bubble forming, it looks like they did a bad job.

Any ideas on how much this should cost to fix and what method should be used to fix this bubble in the gill?

Can you get a picture? Are there bubbles growing or is the paint just not flush there? Could be orange peel, did you check the carfax or ask if any body work was done?
