Two belts ?

It seems I am always finding new things out about my car even after almost two years of ownership. I had the car up on my ramps and laying on my back just checking things out after a summer of driving when I noticed a small drive belt.
I could see the serpentine belt but what was this junior belt doing in there?
It appears to be going from the crank to the AC compressor? Am I right? But I did not see any tensioner on it. So how do you remove it? Looks like the tensioner for the serpentine belt would have no affect on it.

Oh, it's an LS3..L99 may be the same..
Thanks

Correct, its a press fit belt. The new belt comes with tools to install it.
