I am thinking a proposed regulation can be rejected by Congress but does not need to be passed by Congress to have the force of law.

Good luck. I think they would have better luck actually enforcing laws already in place
And so it would be the EPA's fault if NASCAR went out of business because of THEIR policy, and there would not be anymore SEMA shows. I love NASCAR races, I think they are cool, but they could bore me once in a blue moon. I like SEMA shows, because all, or most, of the cars automakers put on display are rather cool, and I don't want either of those things eliminated.

Well NASCAR I don't think would end because those are tube chassis and no longer showroom cars, but I think any other racing series (LeMons, any amateur racing series) where customers can take a street car and turn it into a race car would then be illegal. Not exactly sure on factory specials or factory built race cars but I think this is mostly steered towards people like us taking our Camaros and turning them into track/race cars after reason it again/seeing other comments on here.

That's how I am seeing it.

Example:

Joe Moe goes to Good Guy Chevrolet, Anytown USA and buys a used 2012 SS and guts it, converts into a COPO clone: Illegal

John Doe goes to Great Deals Chevrolet, Commonville USA and buys a 2015 COPO: Legal

Not NASCAR as those are purpose built RaceCars, but some of the lower Series would be affected.

What about Showroom Stock?

What I think is that a lot of Drag-Strips & Race Tracks will disappear.

I think it is leaning more towards engine modifications. As long as you keep a stock drivetrain you would be ok to add safety equipment.

After reading more articles online about it, it does seem to only target the emissions equipment. But would you keep a catalytic converter on your track car? I certainly wouldn't.

It also makes mention of engine 'certifications' to show its been certified for use on road. Any modifications to the motor from its 'certified state' I believe will be considered illegal.

I just hope the law doesn't pass, but who knows. It is supposed to be final at least by this summer.

I believe unless congress passes a law that states the EPA can not make the regulations (must be signed by the president) then only the courts can stop them. Congress tried this with the environmental regulations I mentioned earlier and the president vetoed the bills, which ultimately allowed the EPA to implement them anyway and forcing it to be taken to court to be resolved.

This is the problem with writing vague legislation and allowing the bureaucracy to determine the specific regulations. It does not have to pass anything technically and until the next president the odds of getting a bill signed into law to prevent it are slim.

The ATF has done this recently as well with 41P regulations.

With the recent environmental regulations by the EPA on power producers the the courts denied to put the rule on hold and as of today the appeal to the supreme court to put it on hold worked and the rule was put on hold during the litigation process.

Last edited by alexlj92; 02-09-2016 at 05:50 PM. Reason: Update on the hold by the Supreme Court on other EPA regulations rammed through in the same manner as those being discussed.

Might as well include all kinds of boat racing. And with a boat for leisure, you need the proper vehicle to bring the boat around that kills your gas millage. You want to go fishing, fish from the bank, no boat required. I'm sure a grocery store has fish.

RV's, who needs those, just build more hotels/motels everywhere.

Tractor racing, why do you need to pull a load for no purpose?

Lawn mowers, quit racing those!

Airplane races and shows, what for?

I could go on, but my head is spinning with the stupidity...

This. And likely most articles took the story and ran with it w/o reading the proposed reg themselves.

We all have an obligation to let the EPA know that we do not support this change.
