Does anyone know what those two matching openings behind the rear License plate area?

Does anyone know what those 2 (aprox. 2.5 inches by 2..5 inches) openings right behind the rear plate mounting area is for and why did'nt Chevy close them up? Is it for some type of after market add-on?

Its purely economic. Significant savings can be had by not using materials where their not needed. The savings per car is not significant but collectively as a whole, not using materials behind the plate means big money to the manufacturer of that part.
