My CD-Radio unit in the 2010 Chevy Camaro 2SS steps through search frequencies in odd steps - e.g. 101.1, then 101.3 then 101.5.

That would be fine but I'm over in Europe and radio stations are on both odd and even frequencies.

Is there any technology or software that alters the steps?

should be a radio re-program/set up for your country, would have to be done at a gm garage with a laptop, tis online, and gm mdi unit
