Help with ZL1 Exterior Lighting

The more I search, the more confused I get. Below is what I am looking for and would appreciate any recommendations.

1. I want blue (single color is all really need) Halo's - high quality.
2. I want all of my lights to have the same lighting quality. (the headlights, fog lights, and those little lights below them). Some of them have a pure white, some have more of an amber, I want them all bright white when on.
3. I want to purchase the headlights fully assembled with the blue halo's installed (that way I can keep my factory headlights if i ever want to bring it back to stock). I do not want to have to bake my headlights with my Pizza.
4. I want the ability to turn all of them lights on/off, and if I choose have all 6 of them on at the same time.
5. I am confused on Plasma vs. LED, I thought LED was better, but some say Plasma? I bought a Plasma TV 10 years ago and threw it out when LED came out?
