The short answer is yes.
Here is the long answer Minimum stat I would recommend is 180 and that is pushing it. This is an aluminum engine and it moves alot more with temp than cast iron does, all the clearances in the engine are set up for 200 degree operating temps. Running it cold can accelerate wear and actually reduce HP and possible spin a bearing. Bearing clearances are very tight cold and open up to the correct specs at specified opertating temps. Cold thermostats and low fan settings is a Crappy way to be able to get real aggressive with the timing to show a number on the dyno. If it can't make the power at Normal Operating temps then what is the point? Ted.
