Need help replacing rear cog drive belt!

Anybody in northern VA have the tools and know how to replace the rear cog drive belt on a Magnuson TVS2300? I have the new belt. I can't find a torque wrench small enough to fit in that tight space to loosen and tighten the M10 bolts. The torque screwdriver should be here monday for the tension adjustment. Had to order that, nobody around here had one :(

I'll pay in cash, beer, food, whatever!

Can you replace the belt without removing a pulley? If not that woud mean yet another torque wrench :(
