CCFL lighting issue

I have CCFL foglights and they are building a caramel like crust inside on both of them. So then one of them starts not working. Question.
Is that normal ??? and if so what can I do to fix them ??
I've had these foglights installed less than a week. There has been no water near it. (my car is filthy) so what can it be that is causing this ??

something was shorting out/ overheating and melted the housing

The inside of housing was 8K HID bulb that was included in the kit.

imho 8K is too much heat without venting the housing. how many watts is the 8K bulb I believe most people are running the 4300K at 6 watts to match it up close to the HID some maybe running the 11 watt bulbs

Those 8K HID bulbs were gotten from the same distributor. I did not get them elsewhere. So I don't know what else it could be. and if the bulb did it then why wasn't it burned evenly ? It was only burned on top. Not all over.
