Well after you crash because you cant see or you get pulled over at night, given a ticket and told you cannot move the car from the site of the pullover until that tint is removed, you may want to use headlights for headlights.

This is what you want to order from Gen5DIY.com:

Item Number: 100350
Description: PSX26W 50 watt 5000k
Item Nubmer: 200050
Description: DRL Harness (Retains Daytime Function)

This combination allows me to run my halos (and/or headlamps) and DRL's at the same time. The 50W DRL's are so bright you can hardly tell the difference between only having the halos and DRL's or turning the headlamps on.

The color match of this bulb is identical to my headlamps & halo's but I never tinted my headlamps so you're on your own regarding the law.

(just ignore the rear-view of my Camaro - it was cropped together with the front view image above it).

Your fogs will NEVER be bright enough to act as 'headlights'.

I`m sorry OP but when I read you "paid a guy a autosport shop to paint them" I just started laughing that`s a first for me, I`ve never heard of anyone painting their headlights before!!!
