Typically the frame is what the VIN is assigned to, with uni-body construction, I am not sure what the DMV would consider the determining factor.

Oregon DMV assigned a unique VIN to this car.

I think the Chassis has to be the veh for the vin. But if it was totaled Insurance may be hard to get. May be easier to go with Kit car and start new.
