All it will do is contribute to crowded staging lanes. If they dont pay for each class, they shouldnt be able to race each class. Technically you could run every class with some setups, its ridiculous.

I think they are just trying to gauge interest at this point so they can figure out the best setup. You do have to remember, this is more for fun that a serous NHRA event with big money on the line. You should probably come into it with that expectation or you may be real disappointed.
