Unfortunatly thats one of the downfalls.... The rotors will rust. they are not the same quality they used to be a few years back. cheaper materials now. all rotors, not just camaro ones.
You can try to find an upgrade of stainless "if they make them yet" or a coated set. I have seen coated rotors but unsure of their quality.
even brand new cars on lots have this issue, especially where there is salt :(
good luck

Take it for a drive and the orange rust spots will go away.

Couple things about this issue with rotor rust. Yes all brake rotors will rust for the uninitiated because its unprotected metal. With that in mind even driving around the block, so long as you use your brakes will scrape the surface stuff off. Now my take on this being such a problem is due to the size of rotors themselves against the large openings in the wheels. I'm sorry but when I noticed this the other day vs a Stratus my Camaro had about 5 times as much surface rust on the rotors. Its no biggie but its sure damn annoying.

if its surface rust, it should go away right after a drive around the block
