They still won't go away even with the 35 mpg law. Camaros and Corvettes didn't go away when the law was first created, did they? And average fuel economy was farther fromt the target then than it is now (I think, so don't quote me on it). Anyway, CAFE is Corporate Average Fuel Economy. Key word in there is average. So 2 cars that get 40 mpg offsets 1 car that gets 25 mpg. The Volt will esentially offset every V8 powered car that GM offers.

Also, there are lots of little loopholes that everyone uses to avoid the fines. Not even Honda or Toyota get the actual 27.5 mpg average in their cars but they don't pay fines. GM averages 23 mpg I think, and they don't pay CAFE fines either. For example, if a car is E85 capable it gets roughly double the mileage rating when calculating CAFE despite using more fuel. Any wagon is a truck, so the HHR is not classed as a car but rather as a SUV/Truck/Crossover and its rating goes towards the truck CAFE (currently around 22 mpg) which allows for vehicles like the Suburban. There are lots of others too.
