Nobody knows yet, GM has yet to announce a Z-28 or an SS at all. They've only hinted at engines.

The Z28 is probably going to have the LS2(400 hp) engine with the SS packing the LS3(430 hp)

In response to the original question, it is hoped that the Z28 is a suspension and handling package and not just a less powerful engine.

Yes and no. There was a slip of the tongue about the SS but nothing official and nothing about where it will be in the lineup or what it will have for an engine.

Anyway...GGage09 wasnt asking what the engine options will be, hes asking in the history of the Camaro what is usually the difference between Z28 and SS.
I'm not very good with my Camaro history but i think the Z28 was the base V8 and the SS is the biggest V8 they will offer. But dont quote me. Anyone else wanna chime in so we can study up on Camaro History?

1st Gen - Z28 was originally designed as a race-oriented package, with a high-winding V8 sized for Trans Am regulations and the best handling available. SS was the model with the most horsepower and more mainstream than the Z28, which was originally marketed only to road racers.
After that there have been times where the only V8 was the Z28 option, then there was the IROC edition... Finally, the 4th gen reintroduced the SS model later in its run. The SS was a Z28 with a few additions. |

1st Gen Camaro - in a nutshell.
Z28 = Track car, better handling, high reving V8. SS = More or less built for drag style racing, more torque. |

The SS has been slipped, and the Z28 has never been quoted by anyone. No one knows the difference because no one really knows what is going to exists. Furthermore, we aren't sure whether the RS will exist. No one outside of GM is aware of the actual trims that will be available for the upcoming Camaro. When we do, it will show up here at Camaro5.
