Could someone please explain the difference to me?

Appearance. Tips usually are chrome and give a finished look. No tips just look like the end of the exhaust pipe.

According to Lexus each fake exhaust tip is totally worth like, 10 hp. Totally. That's why that added four fake exhaust tips to the IS-F

not always. depending on the type of tip, they can offer a potential (very minute) gain in performance and sound. but it all depends on the tips themselves and their size, shape, construction, etc.

Tips? More horse power? You gotta explain that. I can't see it. Not measureable or noticeable anyway.
