so my son goes to pick up his friend at his house the other day he parks less then 10 inches from the curb cop pulls up and writes him a tixx for being less then 10 inches from the curb REALLY you have nothing better to do.. i am so pissed off about this..

Never have heard of a law for people parking too close to the curb. There are laws about parking too far from the curb (12" in some states, 18" in California, for example).
You sure it was for parking too close? That doesn't really make sense. What state are you in?

Check the local laws there to be sure. There might be a law specific to the area it was parked in. Only thing I could find for New York is that you can't park further than 12" from the curb.
