To take the front bumper off the Z do u have to take the front wheels off too?

With the SS you dont have to, but I find it makes the job easier with the wheels off and the wheel well liners out too.

I wasn't able to reach the bolts with the wheels on. The liner is pretty stiff and the tires don't allow for much room to move it out of the way. I tried for a while with the tire on and then gave up and took them off. It took less time to take the tires off than I had spent struggling with them on.

Just turn the wheels in as far as they can go for each side and its a snap. Never had a problem getting my bumpers off and on that Way.
