Not trying to compair bulls or anything but the 2013 Caprice police with the 6.0 doesn't even come with one. By many extents they will run for hours on end with out being shut off, and while being driven hard.

Looks to me like the fuel rail has to be removed...If there's a way to remove it without removing rails, I'd love to know
