First off, if this is the wrong place, please move.

Ok, my Camaro is to be built next week so I need to get my current car ready to be sold. I have just one issue and am not sure as to the fix. My wheels have a light rust on them. I do not know if they are steel, chrome, or aluminum wheels. I bought it used and it got this way over the last year or so.

Here are pictures. Please help me.

Those look steel to me because of the rust and the bead is really thin. I'd try some Mother's Wheel Polish or some Simple Green steel polish. I'd try those but that might be hard to get off and if they are steel and chrome, I don't know what to suggest other than those :(

Looks like the steel is pitted, even if you get it off with something like neverdull or whatnot, the metal will still look funny.

So, maybe use some stuff to remove the rust and then polish it?

Some sort of buffer wheel? Beats me man. Maybe a buff and a shot of some clear coat or something??

radz hit it on the head, but honestly, on a '99 Jeep, it's not going to make much a difference in the value.
