Help removing handle on back of front seat?

I'm trying to remove the handle on the back of the front seat so I can hydro dip the part along with the surrounding cover. I see the release cable but can't figure out how to remove the handle or if it's even possible to remove it. I would appreciate any advice you may have, thanks.

Bill

Can you pull up the handle and maybe use a pair of needle nose to hold the cable and unclip it from the plastic?
