Standard 2LT or 1LT with RS Package?
I prefer leather seats but I could get the 1LT with the RS Package and be right at my 30K limit.

If you really prefer Leather seats, then get the 2LT. I got the 1LT because I prefer cloth seats. I only wish that the 1LT came with the heads-up display that the 2LT came with, that would have been nice.
I also did not want the RS package because I don't like big wheels (what I really hate is not so much the wheels as the low profile tires), so my Non-RS 1LT has 18" Wheels. Much better than 20"+ size...for me.

Your dad is willing to put in 30k... not to dive too deep into your personal affairs, but have you not set aside some of your own money that you could throw into the deal to boost it up to the 2LT and get what you want?

Bigger tires (2 different sizes on car)/halo lamps vs. leather/HUD/backup camera
We had the same choice, went 2LT. Even though my wife doesn't like/use the HUD, I thought it was a better value to go 2LT than pay around $1200 for a color-matched XM antenna, halo lights (no matter how cool they look) and tires that would cost me even more money at replacement time. Most importantly, it is about what you are going to like the best |

Sounds like a toss up between leather seats or an RS package.
I believe the RS package wins. Or you could wait a couple of months when the 14's arrive they will deal on 2013's.

I'd go with the RS package, bigger rims, HALO's, I'm kicking myself for not getting that package.

Is this car going to be a daily driver? The RS has summer tires, plus they are different sizes from front to back.
