CAI's I need the details
I'm getting mixed answers about CAI's some say they aren't worth the money and don't make enough power to justify the $400 others say they are necessary and make power with a tune. Tell me what you feel and think.

Maybe 5 - 10 hp. Noticeable, but could get more out of long tubes for a little more (around 30).
I think it definitely looks way better than that huge factory box, and that in itself is worth it IMO.

Your engine is basically an air pump. The more air you can get in and then back out the more power you can make. The first step in getting more air in the engine is a more efficient intake tract and then you build from there.

Definitely can't beat the look compared to the OEM air box as 45Th said. I went with the Cold Air Inductions box and love the look and it definitely has noticeable improvement in performance to me. CAI suggests 15 RWHP with the unit and if you have the air scoop which I use in conjunction with it, they say 18 RWHP.
I don't think you can go wrong with it.

My plan is to do headers and a tune but was told the CAI isn't worth it. Heard it from a few different people

Everyone I know and have seen add a CAI to their motor for additional forced air into the intake, in addition to headers which I plan to do as well. The tune is automatic once you add the headers to a L99/LS3.

No one has mentioned the sound yet. The sound from under the hood is also worth it!

It is the most basic engine mod and is basically required for anything you do after that.

Indeed. I have a CAI Inc. intake and it works great, looks great, sounds great. I don't know about official numbers, but the Butt dyno feels more umph!

Installed my CAI Inc intake last weekend - definitely worth the cost IMO. I have the ADM scoop, just need to install it.

A CAI is a gateway mod. You'll end up doing more later and it will accent your other mods well. Worth it.

I know many ppl will agree with me on this, I have the CAI from cold air inductions and it is top notch.
Get ahold of Ted From Jannetty Racing and he will help you out with a nice intake/exhaust package AND a spot on tune
