In Pa it really depends on what county you live in and what you can get away with. Like others have said, it's illegal to remove cats. But, this doesn't mean you can't get away with it depending on what part of the state you live in and who you know. As far as the mufflers go, I have run SLP loud mouths on several of my cars which is nothing but a pipe put in place of the muffler without out any problems.

It may be a good idea to search the EPA website and read the portion about tampering of emission controls of cars. It's interesting what is concise red tampering and against federal law.

I passed inspection in Montgomery County with BBK LT headers and highflow cats. They just plugged in the ODB2 connector and looked for "errors" and "not ready" codes for sensors.
